Challenges (Can't create one)

I couldn’t find an answer and I wanted to create a challenge for this year but I’m not allowed to do so. Why is that, could anyone explain to me? Thanks!

I had first to earn the basic trust 1 badge hehe, after posting I immediately got it, so now I’m allowed to create challenges. Thanks anyway!
