It is a value judgment. Older players would have had the opportunity to achieve hearts that they cannot lose. This rule was probably chosen because some competitors did not like the alternative in other competitions: that a new competitor with a high streak could join and enter ahead several older competitors. The position on the scoreboard would not matter that much, because at any time a new member could come ahead.
On the other hand, experienced competitors usually lose interest at some point, and then they no longer get more points, giving newer players the chance.
